Stand your ground

    I learned an important lesson from Noynoy Aquino this week after having spent some time in the Senate listening to him indefatigably interpellate on the budget: Stand your ground.

    Noynoy wanted answers, he wanted everything accounted for. With the inconsistencies he uncovered, I’m not surprised he voted No on the budget.

    A reason some senators gave for voting Yes was that it was better than having to go through the motions a fourth time. But an honest budget is well worth a fourth hearing in the senate; isn’t that what senators have been elected to do anyway?

    Alas, expediency once again won. But I’m proud of My Prez, he stood his ground even if he was alone in the crowd.

    This is not the first time. He’s said before: he’d rather be unpopular than be hard-pressed to support what he did not believe in. It’s so unlike the politicians I’ve grown weary of over the years, politicians who play to the gallery, without principle, without cause but their own.

    Which brings me to Martial Law. There is talk that GMA lifted ML to save face because she knew the courts would censure her. Again, a politician I’ve grown so weary of, and I think 79% of all voters would agree.

    Standing his ground, Noynoy is urging us to be remain vigilant, to press Congress and the Courts to still have GMA account for her actions. The past, after all, is precedent. She can do it again, unless we put our foot down.

    In the coming months, we will be tested by political forces trying to bend us to their self-serving agendas. Ngayon palang, sa pagsusupil ng COMELEC kay Gov Grace ng Isabela, sinusubukan na tayo. It will be a trying time for all of us, pero tatagumpay din tayo. I say we take Noynoy Aquino’s lead, and stand our ground.

Despite the lifting of Martial Law, senators moved to adopt Senate Resolution 1522, declaring Proclamation 1959 (or the declaration of Martial Law by Gloria Macapagal-Arroyo) as without factual or legal basis. It essentially sends the message that for the Senate, the lifting does not render the issue moot and academic, but that the president's move was contrary to the constitution she is sworn to uphold. Senators Noynoy Aquino and Rodolfo Biazon urged Congress to pursue questions on the constitutionality of Proclamation 1959, even after Congress adjourns. Aquino also called for an independent commission that will study the issue and come up with recommendations for Congress, saying it is their constiutional duty as representatives of the people to ensure that the convening of Congress was not an exercise in futility. Aquino was the first and last to interpellate in the historic joint session. »ABS-CBN News


Senators warn that there are forces "out to create the expansion and justification of Martial Law." Senators Noynoy Aquino and Mar Roxas said the public must continue to be vigilant, and that the Supreme Court must pass judgement on the illegal declaration of Martial Law in the interest of protecting the people from similar transgressions in the future. Some senators argue that the declaration was designed to test waters, and the public must not be lulled by relief. Aquino and Roxas commended the public for making their voices heard against Martial Law. »Philippine Star   »People's Journal


The declaration of Martial Law has successfully contained the explosion of evidence against the government with regards to the 2004 electoral fraud, said London School of Economics researcher Francisco Lara. But he said that it will also force the government to restructure their fraud system in Mindanao, with their main allies now ostensibly out of power. »GMA News


The sole dissenter, Sen Noynoy Aquino voted No to the proposed P1.5-trillion 2010 national budget, pointing to numerous inconsistenices as well as the proposal's "un-desire to effect reforms." Aquino said that despite their budgets, some departments performed dismally, and that the proposed budget would buy students textbooks ridden with errors. He also cited that some government coroportations slated for dissolution years ago would be receiving funds as well. Aquino said he cannot vote Yes to a budget that he thinks is highly objectionable. Sen Chiz Escudero voted in favor of the budget, but admitted the plan was imperfect. »GMA News


Sen Noynoy Aquino said that the 2010 budget proposal for the Arroyo administration shows how funds are being misused. Aquino found anomalies as he has been diligently interpellating during the senate budget hearings these past few weeks. He cites, for example, approved DepEd textbooks with glaring errors, as well as government corporations getting millions in funding despite being recommended for closure in 2003. »Philippine Star


Winner of the Ramon Magsaysay award in 2007 for empowering voters to reclaim their democratic rights, Gov Grace Padaca of Isabela was unseated by COMELEC, to be replaced by a scion of a three-decade dynasty in the province. But the issue is no longer about unseating Padaca, but trust in COMELEC itself. Many fear that Among Ed Panlilio of Pampanga will be next. »GMA News


More Lakas-Kampi have flocked to the Liberal Party as Aquino-Roxas allies have been harassed by the administration. Sen Mar Roxas said they would continue the fight despite the government wanting "its good times to continue," while Sen Noynoy Aquino said that unity will lead to victory in the reform movement, stressing that "it's about time we have a Philippines we all deserve." Political analysts say that the purge only indicates a sure win for the Aquino-Roxas ticket. They also say and that most of Sen Chiz Escudero's supporters will flock to the Liberal Party bets. Meanwhile, Roxas, the Liberal Party's vice presidential bid, has been endorsed by the incumbent Noli de Castro. »Philippine Star   »Manila Bulletin

She neatly breaks down the elements involved in the declaration and the situation on the ground, and explains it no-nonsense. The verdict is resoundingly clear: The president has no business declaring Martial Law. »read more


Martial Law was baseless, and lifting it does not lessen its inanity. The public should not cease to be vigilant, and the Supreme Court shouldn't let this one slip, argues the Inquirer's Artemio Panganiban. It was patently unconstitutional, makes a mockery out of the institutions of Congress and the Courts, a test of Gloria Macapagal-Arroyo's control and shrewd calibration to avoid judicial censure. Dress her down anyway, says Panganiban, lest the president pull a hocus-pocus like this again, at the expense of democracy. »read more

Will the administration's plan of purging allies of the Aquino-Roxas tandem backfire on them? Marlen Ronquillo of the Manila Times thinks so. Gloria Macapagal-Arroyo's moves bare her ugly desperation to the public by ousting leaders associated with decent politics. The word "impunity" now applies not only to the Massacre and Martial Law, but to COMELEC's recent actions as well. If history is any indicator, that's something Filipinos of all social classes regard with great scorn. »read more


The interpellation of lawmakers, including Senators Noynoy Aquino, Mar Roxas and Kiko Pangilinan, revealed without a doubt the lack of legal validity of Arroyo's Proclamation 1959, and in his Philippine Star column, William Esposo lists why. He rightly points out that Congress is empowered to curtail the abuses of the Executive, yet they consistently fail to do this. Those supportive of Proclamation 1959, led by no less than the Speaker of the House Prospero Nograles, have once again flaunted that they truly represent the interests of Gloria Macapagal-Arroyo, writes Esposo.
