MANILA -- COMELEC will allow registrants whose applications were not completed due to the power outages caused by the recent typhoon, to come back Tuesday. Late registration will only be open to those who submitted their application forms but were unable to take their biometrics. MANILA -- Sen. Noynoy Aquino filed a petition in the Supreme Court Tuesday, challenging the legality of the reapportioning of congressional districts in Camarines Sur. Aquino and Naga City Mayor Jesse Robredo assert that the redistricting is gerrymandering that would directly benefit presidential son Rep. Dato Arroyo. MalacaƱang officials accuse Aquino of "inviting judicial encroachment on legislative processes." Contrary to the Palace's accusation, it is the duty of the Supreme Court to assess the constitutionality of legislation passed by Congress, an act Aquino is petitioning in this case. »GMA News

MANILA -- The United Nations committee on the Rights of the Child released a report recommending that the government adopt the RH bill as a matter of urgency, and of adhering to the Convention of the Rights of the Child, to which the Philippines is a signatory. The report cited inadequate reproductive health services, strained access to methods that prevent teen pregnancies, and high incidence of maternal death. The report says the state is responsible for providing services, information and education to its citizens, and that delaying passage of the RH Bill prevents the fulfillment of the reproductive rights of women and girls. »Philippine Daily Inquirer

MANILA -- Like thousands of Filipina women, Gina Judilla can barely afford to provide for her growing family because she has no access to reproductive health services and family planning information. As a last resort, she tried to abort her child. There's a bill long awaiting approval that will address this urgent public health crisis in a country where 54 per cent of all pregnancies are unintended, where the desperate turn to dangerous abortions, and unchecked population growth exacerbates poverty. »The New York Times
